Terms of Use

1. Acceptance of Terms

By accessing or using Lobang Go Where, you confirm that you’ve read, understood, and agreed to these Terms. If you’re using the Service on behalf of an organisation, you confirm you have authority to bind that organisation to these Terms.

2. About the Service

Lobang Go Where is an independent intelligence tool that presents analytics and commentary on publicly disclosed Singapore government procurement awards. It is not a government service. It is not affiliated with, endorsed by, or connected to the Singapore Government, DSTA, or GeBIZ.

The Service is provided free of charge for public access.

3. Data Sources and Accuracy

Tender records displayed by the Service originate from GeBIZ (gebiz.gov.sg), Singapore’s electronic business centre for government procurement. GeBIZ publishes awarded tender information as public records.

We present these records along with our own analytics, groupings, summaries, and commentary. We do not control the underlying data and cannot guarantee that it is complete, current, or free from upstream errors or omissions.

You should verify any information with official GeBIZ sources before relying on it for business, legal, financial, or procurement decisions. The Service is for general intelligence and educational use.

4. Currency Conversion Disclaimer

A small portion of awarded tenders are published in currencies other than Singapore Dollars (SGD). To provide comparable totals, we normalise these values to SGD using static reference exchange rates. Converted SGD figures are indicative only and should not be used for accounting, auditing, or contractual purposes. For authoritative amounts, always refer to the original-currency value on the official GeBIZ record.

5. Permitted Use

Subject to your compliance with these Terms, we grant you a limited, personal, non-exclusive, non-transferable, non-sublicensable, revocable licence to access and use the Service for your own personal or internal business research.

You may view, browse, and take reasonable notes from the Service for your own use. You may not re-host, mirror, republish, resell, or redistribute the Service’s analytics, reports, copy, UI, or any substantial portion of our original presentation.

6. Prohibited Activities

You agree not to:

• Use automated systems, bots, crawlers, scrapers, or any data-mining or extraction tools to access the Service or harvest data from it;
• Reverse engineer, decompile, or attempt to derive the source of our analytics, algorithms, or data pipelines;
• Use the Service to build a competing product, whether by aggregating our output or replicating our presentation;
• Resell, sublicense, rent, lease, or commercially redistribute any part of the Service;
• Circumvent, disable, or interfere with security, authentication, or rate-limiting features;
• Introduce malware, viruses, or any harmful code;
• Use the Service in any way that could damage, disable, overburden, or impair our infrastructure;
• Impersonate any person or entity, or misrepresent your affiliation with any party;
• Use the Service to harass, defame, or otherwise harm any individual, supplier, or agency; or
• Use the Service for any unlawful purpose or in violation of any applicable law or regulation.

7. Intellectual Property

Our content. The Service’s design, layout, typography, colour system, copy, icons, analytics, groupings, derived metrics, “Lobang Go Where” name and branding, and all other original presentation elements are owned by Lobang Go Where and are protected by copyright, trade mark, and other intellectual property laws.

Underlying facts. The underlying factual records of tender awards — agency names, supplier names, award amounts, award dates, and tender titles — are public facts published by the Singapore government and are not owned by us. We make no claim to those facts.

No implied licence. Nothing in these Terms grants you any right, title, or interest in our original presentation, analytics, or branding beyond the limited licence in Section 5.

8. User Content

The Service currently does not accept, host, or publish user-submitted content, comments, accounts, or submissions. If and when we add such features, additional terms will apply and will be added to these Terms.

9. Disclaimers

THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE”, WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, STATUTORY, OR OTHERWISE, INCLUDING WITHOUT LIMITATION ANY WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, RELIABILITY, AVAILABILITY, OR NON-INFRINGEMENT.

We do not warrant that the Service will be uninterrupted, error-free, secure, or free from viruses or other harmful components, or that any data shown is complete, current, or accurate. Your use of the Service is at your own risk.

10. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL LOBANG GO WHERE BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, REVENUE, DATA, BUSINESS, GOODWILL, OR OPPORTUNITY, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF THE SERVICE, WHETHER BASED ON CONTRACT, TORT, NEGLIGENCE, STRICT LIABILITY, OR ANY OTHER THEORY, EVEN IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

OUR AGGREGATE LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE SHALL NOT EXCEED ONE HUNDRED SINGAPORE DOLLARS (S$100).

11. Indemnification

You agree to indemnify, defend, and hold harmless Lobang Go Where and its operators from and against any claims, liabilities, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or related to your breach of these Terms, your use of the Service, or your violation of any law or third-party right.

12. Changes to the Service and Terms

We may change, suspend, or discontinue any part of the Service at any time, with or without notice. We may also update these Terms from time to time. When we do, we will update the “Last updated” date at the top of this page. Your continued use of the Service after changes take effect constitutes acceptance of the updated Terms.

13. Termination

We may suspend or terminate your access to the Service at any time, for any reason or no reason, with or without notice. Sections that by their nature should survive termination (including Intellectual Property, Disclaimers, Limitation of Liability, Indemnification, and Governing Law) will survive.

14. Governing Law and Disputes

These Terms are governed by and construed in accordance with the laws of the Republic of Singapore, without regard to its conflict of law principles. You agree that the courts of Singapore shall have exclusive jurisdiction to hear and determine any dispute arising out of or in connection with these Terms or the Service. The parties may, by mutual agreement, refer any dispute to arbitration in Singapore, conducted in English, in accordance with the rules of the Singapore International Arbitration Centre (SIAC).

16. Miscellaneous

If any provision of these Terms is found to be unenforceable, the remaining provisions will remain in full force and effect. Our failure to enforce any right or provision is not a waiver of that right or provision. These Terms are the entire agreement between you and us regarding the Service and supersede any prior agreements.
